By and large, law enforcement is preventive and deterrent activity. It consists of patrolling to supervise conduct, investigating to identify offenders and/or recover stolen or missing property, warning or arresting those who are probably guilty of criminal behaviour, and assisting in the prosecution and trial of offenders. Its goals are all aimed towards the prevention of crime and disorder, preservation of peace, and the protection of life, property and individual freedom.
A large number of government agencies are involved in law enforcement, one way or another. The kind and degree of involvement varies from general and specific law enforcement to enforcing statues and regulation pertaining to particular government activities.
The Philippine National Police (PNP) and the National Bureau of Investigation (NBI) spearhead the law enforcement function. The PNP a national in scope and civilian in character and is administered and controlled by the National Police Commission (NAPOLCOM); an attached agency of the Department of the Interior and Local Government (DILG).
POLICE FUNCTIONS
The role of the police is being incisively scrutinized under our modern criminal justice system and society. It is for this single reason that it is very difficult to define with certainty the actual role of policing that must be developed to meet the expectations and desires of the community from its police force.
